Loudoun County Sheriff's Office Makes Arrest in Construction Larceny

Loudoun County, VA:  A Salvadoran man was caught in the act of stealing copper from homes under construction and, after a brief chase, was apprehended by Loudoun County Sheriff’s Office deputies late Sunday night.    Oscar Samuel Ramos-Barrers was observed by a citizen entering several homes under construction in the 23200 block of Fallen Hills Dr. in Ashburn.  He was seen placing unknown items into a vehicle parked nearby.  Deputies found Ramos-Barrers inside one of the homes.  The suspect fled on foot with deputies in pursuit.  He got into a 2006 Toyota Scion and left the scene.  The vehicle was later stopped and the suspect taken into custody.  Assorted copper pipes and wiring were recovered from the vehicle.    Ramos-Barrers is being held without bond at the Loudoun Adult Detention.     Center (ADC) on two counts of burglary, two counts of destruction of property and one count each of grand larceny, petit larceny and possession of burglary tools.  He has also been charged with driving without a license.  His fingerprints were checked through the Secured Communities program and a return from Immigration and Customs Enforcement (ICE) listed him as a “person of interest.”  ICE has placed a federal immigration detainer on him.      There have been a rash of construction site larcenies recently, particularly involving the theft of copper.  The Sheriff’s Office credits an alert citizen with making this case.      “The extra eyes and ears of our citizens are crucial to solving crimes like these. Anyone seeing something suspicious at construction sites needs to report it to our office immediately,” said Sheriff Stephen Simpson.     This incident may be linked to other burglaries and remains under investigation.
